They are also part of the bistable multivibrator family, which means that the output can maintain a steady state in two different voltage outputs. It also means that the output voltage is dependent on both what the current output state of the latch is as well as what the current input state is. The combination of these two in some way determines what the new output is going to be, but they are interdependent.
The simplest latches are SR flip-flop. It consists of two NOR gates with one of their inputs connected to the output of the other. The other inputs are referred to as the SET and RESET inputs. When a SET pulse (high voltage) is passed to the latch, the output goes high and stays there even if the SET input goes to 0. The output will only change if the RESET pulse is set high, in which case the output becomes 0 until SET is high again. This behavior is a bistable multivibrator operation since the input can change and not affect the current output. Latches are often part of a volatile memory board, which means that it only functions with actively driven inputs. Without that the state of the flip-flops cannot be guaranteed or preserved.
